第一章 总 则
Chapter I General Provisions
第一条 为进一步规范本科生赴境内外交流学习管理，保障学习内容与培养目标的有效衔接，西安交通大学米兰理工联合学院（以下简称“西交米兰学院”或“学院”）依据《西安交通大学本科生赴境内外交流学习管理办法》（西交教〔2019〕10号）等文件精神，结合学院实际，特制定本管理办法。
Article 1: To further standardize the management of undergraduate exchange programs (domestic and international), ensure effective alignment between learning content and educational objectives, and in accordance with documents such as Implementation Measures for Undergraduate Exchange Programs (Domestic and International) of Xi'an Jiaotong University (XJTU Teaching [2019] No. 10), Xi'an Jiaotong University-Politecnico di Milano Joint School (hereinafter referred to as "XJTU-POLIMI Joint School" or "the School") hereby formulates these Measures based on its specific circumstances.
第二章 交流安排
Chapter II Exchange Arrangements
第二条 交流形式
（1）国家公派或根据学校、学院与境外高校、机构签署的交流与合作协议，赴境外进行长期学习、短期学习、实践、科研实习、攻读学位等。
（2）自行联系赴境外高校或机构长期学习（不超过一年），寒暑假赴境外高校或机构进行短期学习、实践、科研实习等。
（3）本科境内交流学习是指根据学校与境内其它高校签署的交流与合作协议，赴境内其它高校交流学习。
Article 2 Forms of Exchange
(1) Government-sponsored programs or long-term/short-term study, internships, research placements, or degree programs at overseas institutions under university/school-level exchange agreements.
(2) Self-organized long-term study (≤1 year) or short-term study/internships/research placements at overseas institutions during holidays.
(3) Domestic exchanges refer to study at other Chinese universities under inter-university agreements.
第三条 学习时间
赴境内外高校或机构交流学习时间分为长期和短期，三个月（含） 以上为长期，三个月以下为短期。
Article 3 Duration of Exchange
Exchanges are classified as:
· Long-term: ≥3 months
· Short-term: <3 months
第四条 选派安排
学生赴境内外交流选派标准和程序，按照教务处、国际合作与交流处暨港澳台事务办公室、西交米兰学院相关项目通知要求执行。
Article 4 Selection Procedures
Student selection standards and procedures shall follow project notices issued by the Academic Affairs Office, Office of International Cooperation and Exchange (Hong Kong, Macao & Taiwan Affairs), and the Joint School.
第三章 学籍管理
Chapter III Academic Status Management
第五条 保留学籍
凡学期中间赴境内外高校或机构交流学习一个月（含）以上的学生，应在教务系统申请保留学籍手续（自行联系赴境外高校或机构学习应申请休学），经学校审批。交流期满应按时返校，并办理复学手续。凡赴境内外高校或机构交流学习一个月以下的学生，应在书院和学院办理请假手续，交流期满应按时返校，并办理销假手续。无故未按期返校者，学校将按本科生学籍管理规定予以处理。
Article 5 Study Suspension
Students exchanging for ≥1 month during a semester must apply for study suspension via the academic system (self-organized overseas exchanges require leave of absence). Approval is mandatory. Students must return and resume studies upon completion. For exchanges <1 month, students must apply for leave through their college/academic unit. Unauthorized late returns will be handled per undergraduate regulations.
第六条 课程考试
学生在离校前应参加当学期修读课程的考试，考试成绩不及格，应于回校后补考或重修。学生已赴境外而无法参加的课程考试，应在考试前经学院批准后办理缓考手续，回校后按学籍管理的缓考规定参加考试。赴境外高校或机构学习期满返校时具有免试攻读我校硕士学位研究生推荐资格的学生，如有缓考课程需要补考，应先向研究生院办理不超过两周的请假手续。补考成绩均及格的学生，符合毕业与学位授予条件后，由学院报教务处向研究生院出具准予毕业与授予学士学位证明；未准予毕业和授予学士学位的学生，学校取消其免试攻读硕士学位研究生推荐资格。
Article 6 Course Examinations
Students must complete ongoing semester exams before departure. Failed courses require make-up exams/retakes after return. If exams conflict with exchange dates, students may apply for deferred examinations with school approval. Make-up exams must follow deferred exam regulations. Students with postgraduate recommendation eligibility must arrange ≤2-week leave with the Graduate School for make-up exams. Graduation/degree conferral requires passing all make-up exams. Eligibility is revoked if graduation/degree requirements are unmet.
第七条 辅修学习
学生参与辅修专业学习时，需向学校教务处提出书面申请。经批准后，学生可在交流期间暂停辅修。学习结束后，学生可随下一年级学生继续辅修，但仅限于辅修专业学习，不得申请辅修双学位学习。因个人原因无法继续辅修或未能按时完成辅修学习的学生，将取消其辅修资格。
Article 7 Minor Programs
Students pursuing minors must submit written applications to suspend minor studies during exchanges. Resumption is permitted with the next cohort but limited to minors only (dual degrees excluded). Minor eligibility is revoked for failure to complete requirements.
第四章 课程置换、学分认定流程
Chapter IV Course Substitution and Credit Transfer Procedures
第八条 置换与认定要求
学生交流前，应仔细阅读《西安交通大学本科生学分认定和转换管理办法》《西安交通大学米兰理工联合学院本科生赴境内外交流学习管理办法》等文件，充分了解相关内容和流程。学生交流期满返校后，由个人提出课程置换或学分认定申请，经学院审批同意后，被置换或认定的课程不再修读，未被置换或认定的培养方案规定课程，需另行补修。申请课程置换需符合：校外课程与校内课程在教学内容、学时学分、考核方式等方面具备等效性。
Article 8 Substitution and Transfer Requirements
Students must review relevant policies (e.g., XJTU Credit Recognition and Transfer Measures, Joint School Exchange Measures) before exchange. Post-exchange substitution/transfer applications require school approval. Substitution Criteria: Overseas courses must demonstrate equivalence in content, credit hours, and assessment methods to XJTU courses. Unsubstituted courses must be retaken.
第九条 置换与认定程序
Article 9 Application Procedures
（一）交流前准备
了解对方学校课程设置或实践项目内容，结合本专业培养方案要求，填写《西安交通大学本科生赴国（境）外学习修读计划表》（附件1），经学生本人、专业负责人及教学副院长签字提交至学院教务办公室后执行。若交流前未得到学院教学院长批准，交流课程学分不予置换或认定。学生如有课程置换计划，应于出访前至少15个工作日与相关课程负责人沟通能否置换事宜，并填写《西交米兰学院拟置换课程申请表》（附件2）。
(I) Pre-Departure Preparation
Complete XJTU Undergraduate Overseas Study Plan (Attachment 1) based on host institution courses and home program requirements. Obtain signatures from: Student, Program Coordinator, and Vice Dean for Academic Affairs. Submit to the Academic Office. Unapproved plans nullify credit transfer. [For planned substitutions: Consult relevant course coordinators ≥15 working days pre-departure and submit Joint School Proposed Course Substitution Form (Attachment 2).]
（二）交流期满后申请
学生填写《西交米兰学院课程置换、学分认定申请表》（附件3），经课程负责人、专业负责人、教学副院长签署意见后与成绩单、课程教学大纲等材料原件（材料清单如下）一并提交至学院教务办公室。
材料清单：
1、西安交通大学本科生赴国（境）外学习修读计划表
2、西交米兰学院课程置换、学分认定申请表
3、校外课程教学大纲（含学时、学分及考核方式说明）
4、校外课程成绩单（需加盖交流学校教务部门公章）
5、500字以内置换理由说明（需阐明课程目标一致性）
同时，将以上材料清单签字盖章扫描件通过【教务系统-成绩认定-课程置换/学分认定】模块提交。
(II) Post-Completion Application
Students must complete the Xi'an Jiaotong University - Politecnico di Milano Joint School Course Substitution and Credit Transfer Application Form (Attachment 3). After obtaining the signatures/approvals from the Course Instructor, Program Coordinator, and Associate Dean for Academic Affairs, students must submit the form along with the original copies of documents such as the official transcript and course syllabus (see document checklist below) to the Joint School's Academic Affairs Office.
Document Checklist:
1. Xi'an Jiaotong University Undergraduate Outbound Study Plan Form
2. Xi'an Jiaotong University - Politecnico di Milano Joint School Course Substitution and Credit Transfer Application Form
3. Syllabus of the external course (including information on contact hours, credits, and assessment methods)
4. Official transcript for the external course (must bear the official seal of the host university's Registrar's Office)
5. A written justification for the substitution (within 500 words, demonstrating the consistency of course learning outcomes)
Concurrently, students must submit scanned copies (signed and stamped where required) of all the documents listed above via the [Academic System - Grade Recognition - Course Substitution/Credit Transfer] module.
第五章 成绩管理
Chapter V Grade Management
第十条 课程置换
若交流课程在培养方案中有对应课程，经学院审核后，可置换本校课程名称和学分。置换后在成绩单上将标注“*交流置换课程”，并以“P”作为成绩记载，不计入成绩单学分成绩。
Article 10 Course Substitution
Approved equivalent courses replace XJTU courses. Transcripts will show: [Course Name]* (Exchange Substitution) with grade: P (excluded from GPA calculation).
第十一条 学分认定
对于培养方案中无对应课程的交流课程，经学院审核后，将参照培养方案相应课程分类认定学分。该类交流课程的名称和成绩不在成绩单中显示，仅记录认定后的学分，并在毕业资格审核时生效。
Article 11 Credit Transfer
Non-equivalent courses receive credit based on XJTU program requirements. Only transferred credits (not course names/grades) appear on transcripts and apply toward graduation.
第十二条 研究生推免智育成绩核算办法
学生在国内、国（境）外交流访学期间修读课程的成绩及取得的学分不计入研究生推免成绩核算。交流访学相关推免加分政策具体参照当年学校有关优秀应届本科毕业生免试攻读研究生工作通知。
Article 12 Postgraduate Recommendation Eligibility
Courses taken and credits earned by students during domestic or international exchange programs shall not be included in the calculation of academic performance scores for postgraduate recommendation exemption. Exchange-related bonus policies follow annual university notices on postgraduate exemption recommendations.
第六章 附 则
Chapter VI Supplementary Provisions
第十三条 本办法解释权归西安交通大学米兰理工联合学院。
Article 13: The Joint School holds final interpretation rights for these Measures.
第十四条 本办法经2025年10月20日学院党政联席会审议通过，自印发之日起施行。
Article 14: These Measures, having been reviewed and approved by the School's Joint Party-Administration Meeting on October 20, 2025, shall come into force as of the date of promulgation.
第十五条 其他未尽事宜以学校相关规定为准，学校相关规定与本办法不一致的，以学校规定为准。
Article 15: Unspecified matters follow relevant university policies. University policies prevail in case of conflict.
